NOAA weather radios: choose one with a real alert function

What the tone alert, SAME county codes and Public Alert certification mean, why a crank radio and an alert receiver are different tools, and four researched models compared.

"NOAA radio" on a listing only means it can tune the weather band. The feature designed to alert a household that is not listening is the tone alarm, and the feature that limits alarms to your own county is SAME. Ready.gov's kit list asks for two things: a battery or hand-crank radio, and a NOAA Weather Radio with tone alert.

NOAA Weather Radio is a network of more than 1,000 transmitters broadcasting continuous weather information from National Weather Service offices on seven frequencies between 162.400 and 162.550 MHz. An ordinary AM/FM radio cannot receive it. The broadcasts do not depend on your home's power, cell service or internet connection, which is why federal kit lists include a receiver.

The features that matter, in NWS's words

  • Tone alarm. NWS sends a 1050 Hz tone before most warnings and many watches. A receiver with the tone-alarm feature sounds an alert even with the audio turned down. Without it, the radio only helps if someone is already listening.
  • SAME (Specific Area Message Encoding). Lets you program the county codes you care about so the alarm only sounds for your area. Rural counties with a coastal neighbor, or anyone who sleeps near the radio, will want this.
  • Public Alert certification. NWS describes the Consumer Technology Association standard (CTA-2009-C), written with NWS, as requiring the tone alarm, SAME and battery backup. That describes the certification, not any individual listing: in the comparison below we still report only what each manufacturer states for the exact model. NWS does not endorse specific makes or models.
  • Power. A desktop alert receiver runs on AC with AA backup so it is always listening. A hand-crank or solar radio can be recharged without the grid. Most households benefit from one of each: the alert receiver by the bed, the crank radio in the kit.
  • Phone charging. A crank radio's USB output is a last resort, not a charging plan. Manufacturer output ratings in this comparison range from unstated to 0.3 amps; a small power bank charges a phone faster and more reliably.

"Not stated" means the manufacturer's page does not claim the feature; it is not the same as "no", and we do not infer it from a certification. When a feature matters to you, confirm it in the model's manual before buying.

SAME codes are six-digit county identifiers published by NWS. Program yours, and the counties your storms come from, while the instructions are in front of you.

Set it up before the season, not during the warning

  1. Check reception where the radio will live. Find your transmitter and frequency on the NWS station listing, then test in the bedroom or kitchen. Move it or extend the antenna if the signal is weak.
  2. Program SAME codes on a receiver that supports them. Add your county and the neighbors that your weather arrives from. Test the alert volume at night.
  3. Decide what an alert means for you. A tornado warning and a flood warning call for different actions. Write the household response into the family emergency plan.
  4. Keep the power plan honest. Replace backup AAs on a schedule, and top up a crank radio's battery from USB every few months rather than relying on the crank alone.
